Performance Assurance Reporting and Monitoring System (PARMS) is a database that contains information about how Suppliers and their Supplier Hubs are performing.
PARMS data is used primarily to support the Performance Monitoring and Reporting technique, which is part of ELEXON’s Performance Assurance Framework.
It is also used in the Peer Comparison and Supplier Charges techniques and in reports to the Performance Assurance Board (PAB).
Who’s involved in Performance Monitoring and Reporting?
Performance data is submitted by Suppliers, Supplier Agents, Supplier Meter Registration Agents (SMRAs) and the Supplier Volume Allocation Agent (SVAA).
We then provide industry performance information to the Performance Assurance Board (PAB) and publish it with PAB meeting papers each month.
What are the performance measures?
Performance requirements are defined within PARMS Serials. A Serial is a defined area or process for performance measurement and the Standards are the required performance levels within the process.
When is data submitted?
PARMS data provided by Supplier and Supplier Agents is sent to parms@parms.bsccentralservices.com within 20 Working Days (WDs) of the end of each month. Suppliers receive automated reports confirming what was submitted by Supplier Agents acting on their behalf. We process this information and extract it for our monitoring processes.
Suppliers that don't provide a complete set of performance data either themselves or via their Supplier Agents by the 20 WD deadline will incur a charge under the Supplier Charges technique.
CP1334 ‘New PARMS Serials’
CP1334 ‘New PARMS Serials’ will be implemented on 1 July 2011. The PARMS Serial Review Group, the Performance Assurance Board (PAB) and industry consultation respondents agreed that nine existing PARMS serials are too basic in their current form. As a result, they recommended that they should be replaced with new improved Serials to better measure the associated risks in the Risk Evaluation Register (RER). CP1334 will remove the nine existing Serials and introduce 12 new Serials to address the current limitations.

Performance Assurance Framework
Performance Monitoring and Reporting is a detective technique in ELEXON’s Performance Assurance Framework. It complements other techniques through providing quantitative data designed to identify performance at certain points in the Settlement processes.
