BSC Panel and Committee Activity:
As well as considering the Modifications in the section above, the Panel:

Instructed that ELEXON make amendments to the Market Index Definition Statement for implementation in April 2012 following review by the ISG
Endorsed an SVG recommendation to amend Scaling Weights for GSP Group Correction from April 2013
Endorsed the draft BSCCo Business Strategy (2012/13) for publication and invitation to comment
Considered the Treatment of Energy Volumes passed from the CDCA to the SVAA for situations of GSP Group net Export
Considered the non-compliance energisation of a Grid Supply Point by National Grid
Approved the appointment of an ISG member
Re-appointed John Lucas from ELEXON to be the BSC Panel representative member of the Grid Code Review Panel
Established the Warm Homes Discount Reconciliation Disputes Committee
Made determinations in respect of a Defaulting Party

Imbalance Settlement Group (ISG):
The ISG continues to oversee and contribute to the development of the CVA arrangements. Decisions included:

Approved 6 Metering Dispensations and 7 Change Proposals
Approved the CPC Batching Timetable for 2011-12
Authorised the CVA Configurable Items for February 20 12 Release
Provided comments on removing BSC Systems constraint on maximum negative CALF values
Approved the new Material Doubt guidance note
Agreed a revised version of CP1351 be developed and issued for further industry impact assessment
Agreed ELEXON facilitate the testing on common CVA Outstation modem for BT’s rolling out of a new fibre optic based network and allocate the necessary CDCA and ELEXON resources to do this.
Recognised the limitations of the CDCA System

Supplier Volume Allocation Group (SVG):
The SVG continues to oversee and contribute to the development of the SVA arrangements. Decisions included:

Approved the ELEXON proposed resolution of 2 potential live issues which could have resulted in incorrect profiling data and over 3TWh of over allocation of energy into settlements;
Agreed the proposed scaling weights for the application of GSP Group Correction to Half Hourly meters;
Agreed a more efficient approach for the operation of 2 groups reporting to the SVG, the Supplier Agent Forum (SAF) and Software Technical Advisory Group (STAG);
Agreed that Metering Systems should not be required to comply with the CoPs once they are obliged, via the new licence condition, to comply with the SMETS and agreed that ELEXON issue guidance for Suppliers who may be considering elective HH settlement for early smart meters;
Approved the revised Terms of Reference for the Profiling and Settlement Review Group for the Stage 2 of the review;
Agreed that a review of the Settlement implications of dynamic switching under the DCC is carried out as a work package within Stage 2 of the Profiling and Settlement Review;
Approved the Cost Benefit Analysis report on mandating HH settlement for Profile Classes 1-4 be published on the ELEXON website;
Agreed ELEXON facilitate the testing on common SVA Outstation/modem combinations and allocate the necessary Half Hour Data Collector and ELEXON resources to do this.

Trading Disputes Committee (TDC):
Apart from its normal work the TDC:

Upheld 13 Trading Disputes
Advised that ELEXON had closed 7 Trading Disputes
Received an update on the Erroneously Large EAC/AA project, which had been initiated by the Performance Assurance Board

Performance Assurance Board (PAB):
Apart from its normal work, the PAB:

Received the BSC Auditor’s Approach document for year ending March 2012
Agreed that ELEXON should monitor failures in Supplier Agent processes where possible
Approved the scope of a refreshed PAB Strategy
Approved the Risk Operating Plan for 2012/13
Approved the Annual Performance Assurance Timetable for Operating Period 6 (2013/14)
Approved distribution of the quarterly Peer Comparison report to Suppliers
Endorsed the Change Proposals CP1354 and CP1355
Heard a Supplier’s plan to improve Non Half Hourly Settlement performance

November 2011 Release
The November 2011 Release was implemented on Thursday 3 November. It included one new Modification and five Change Proposals It delivered the new Supplier Volume Allocation (SVA) Interim Information (II) Volume Allocation Run (VAR). The Release also changed the BMRA Website to provide more accurate data on the Market View page. There are also new versions of several Code Subsidiary Documents and other Configurable Items for approved Change Proposals in the Release. Change Proposal Circular CC00703 issued on Wednesday 26 October gives full details of the Release.
