The Network Charging Compensation Scheme is part of a package of government measures to help Britain’s Energy Intensive Industries (EIIs) remain competitive in the global market.

Background to the NCC Scheme

This scheme offers Energy Intensive Industries (EIIs) 60% compensation on network charging costs for using the GB electricity grid. This includes Transmission Network Use of System, Distribution Use of System and Balancing Services Use of System charges.

This will be funded by a levy on electricity suppliers, known as the EII Support Levy. This will be charged from April 2025. The amount each supplier pays will be determined by their market share, generating funds used to compensate EIIs for the cost of the network charges.

The compensation payments for eligible EIIs will begin in May 2025.

The regulatory requirements for the scheme are detailed within The Energy-Intensive Industry Electricity Support Payments and Levy Regulations 2024 which came into force on the 1 April 2024.

In the next phases of the implementation we will focus on engaging with suppliers, developing the functionally to support the calculations for payments and the ability to generate and send invoicing.

Who is eligible?

Any person who held an EII certificate for the whole of any month may apply for an electricity support payment.

Eligible Energy Intensive Industries (EIIs) will need to register for the scheme online.

How to apply

Every quarter, you will be able to submit an online application during the specified application windows, as follows:

30 June 2024 to 31 July 2025 April, May and June
30 September 2025 to 31 October 2025  July, August and September

Application correction deadline

A correction to an application for a given claim month must be submitted by the correction deadline for that claim month.  This guide includes the correction deadlines up until December 2025.

A Claim Manager (e.g. a registered contact against a specific EII certificate holder on the NCC Portal) can make a correction to an application using the NCC portal. The Claim Manager can submits a correction to an application this will nullify the original application.

All months within an application window must be resubmitted for approval (unless the correction deadline has passed for a specific claim month) including uploading all evidence to support the correction. The Claim Manager will need to request a new Director’s letter to reflect the new, corrected claim amount.

How do I find out when payments will be made? 

To support EIIs to understand when they will receive their monthly payment for the associated claim month, we have published a NCC Payment Schedule. This also consolidates some of the other key dates e.g. correction deadline.

What will electricity Suppliers need to pay?

The scheme is funded by electricity suppliers, their payment is known as the EII Support Levy. It is anticipated these charges will commence from March 2025. Publication of the Estimated Levy Fund

We will calculate the Estimated Levy Fund six months following the claim month. This provides an estimate of the monies that will be paid out to compensate EIIs for their network charges.
